Is here such a entity as?

a Super 8mm show reader for a windows-base PC via a USB connection (analog to digital converting)

It is without a solution to come up with a direct converter for picture. Film is not "read", it gets view via projection. Even if it were converted to VHS or DVD, it is in actual fact done manually, by projecting the film, and video tape it with another camera. They usually charge alot to do this, but it is reasonably easy to do it yourself provided you own a projector and a video camera. Once that is done, to procure it onto your computer you will need a takeover device. I recomend DVD Movie Factory by U-Lead.
I seriously doubt it! There wouldnt be much of a demand! You might try finding a device that will convert your films to an ntsc tv format or vhs cassette but it wont be cheap! It would then be a event of buying a cheap video capture device for your laptop.
you can use a video capture device, any usb or pci,

they are about $50, and use the camcorder to play the video,.....
with some sort of adapter, why not
