If you are referring to domain user and want to majestic them the ability to add/remove USB removable medium, you’ll have to cut the security settings for the domain via your domain controller.

If users are not on a domain, you can bowdlerize the local security settings to allow users the aptitude to add/remove USB media devices.

But I think you should put a password to log on to your computer surrounded by that way no restricted users wont competent to gain acess to your computer and use they USB
I'm not sure what you mean but if you denote that if there's some way to restrict USB mem sticks use within the computer, you could always block stale drive. Our Public Library does that.
